From the earliest days, human beings have depended on a source of water for drinking, bathing, growing crops and feeding animals. Early man had to live near a source of running water and settlements were often developed due to the proximity of water to sustain life. Water also offered a means of protection to early civilisations whose enemies might have to negotiate a river to as part of an attack.

The history of water and sanitation in Great Britain can be traced back to the Romans who are credited with bringing sophisticated bathing and drainage systems to England and much evidence still remains to support this. They developed sophisticated systems of heating and plumbing and even developed a system whereby hot air was used to heat the floor tiles of the baths, much like our central heating systems today. The Roman Baths at Bath remain one of the best preserved Roman ruins. However, after the Romans withdrew from England, the high level of sanitation was mostly abandoned and a serious decline took place, as was evident during the Middle Ages when very poor levels of sanitation were prevalent. London was famous for its lack of sanitation and early sewers were simply open ditches dug at an angle to encourage waste matter out to the Thames and then out to sea. This presented a serious health hazard to the population at that time and many serious cases of typhoid, cholera and other infectious diseases were rife. In 1832 more than 31,000 people died in London as a result of an outbreak of cholera and may more were killed by dysentry, typhoid and smallpox. During the Industrial Revolution more and more people moved from the countryside to the factories, foundries and mills which were springing up in towns and cities. As an indication of this mass exodus from countryside to city, it is believed that at the start of the 19th Century about 20% of Britain's population lived in and around London whereas by 1851 approximately 50% of Britain's population had migrated to London. This was because conditions in the countryside were even harsher for many people. London was not prepared and could not cope with the surge in demand for housing. New workers were needed to fill the jobs in foundries and mills and often the factory owners built houses for these workers close to the site of the factory or mill. However, these houses needed to be built quickly and cheaply so conditions in these houses were squalid with limited sanitation and no running water. At this time it was not uncommon for a whole street to share an outdoor pump and a couple of outside toilets. Household rubbish was often thrown out into the street, creating a breeding ground for disease. Gradually, improvements were made to attend to the needs of the poor, partly because the factory and mill owners realised that sick workers were less productive than healthy ones. Parliament passed a law in 1848 which dictated that streets should be cleaned and proper sewers and drains built. Houses had to be built to a certain standard and gradually conditions improved for the poor.
